Job Details

Primary Function

  • To support PFEW’s core purpose and strategic objectives by providing comprehensive research support on police officers terms and conditions.
  • To proactively research and evaluate information on a wide range of work-related issues for elected members of the Federation for the formation of policy.

Responsibilities and Duties

  • Undertake systematic literature reviews on a range of topics such as talent management, pay systems and equality issues 
  • Prepare concise briefings on systematic literature reviews for policy makers
  • Utilise an Evidence Based Human Resources (EBHR) approach, including arranging and running workshops and other methods of stakeholder engagement 
  • Assist in the preparation of evidence for the PFEW’s national pay processes
  • Design and undertake a range of surveys 
  • Analyse, interpret and compare complex facts and figures, making judgements and recommendations based on the data 
  • Attend meetings as required, and offer supplementary/ad hoc advice to colleagues in other departments, or elected PFEW officials, as appropriate
  • Work independently, and collaborate with members of the Policy team, to support policy development and to prepare evidence-based consultation responses and other submissions (e.g., to feed into NPCC, College of Policing and Home Office reviews)
  • Deliver research projects for external staff associations where appropriate
  • Ensure compliance with legal, ethical and research best practice requirements
  • Represent PFEW externally at conferences, meetings and events
  • Represent the Research Team at internal PFEW conferences, meetings and events.

Additional Responsibilities

  • Undertake special research projects as required by the Head of Research & Risk.

Person Specification

It is essential that the postholder:

  • Be qualified to at least degree level in a subject with a strong social research element and a reasonable amount of relevant research experience 
  • Have expertise in statistics and analysis packages (SPSS, Excel) 
  • Have experience of systematic literature reviews, and a basic understanding of the Evidence Based Human Resource (EBHR) process 
  • Have experience of running workshops or focus groups
  • Have experience of designing research studies, with an understanding of issues such as statistical power and sample sizes 
  • Be able to assess the validity and reliability of published research
  • Be able to analyse and critically appraise their own work and that of others, including a variety of published sources.

  • Convey a clear message both verbally and in writing to a wide range of audiences 
  • Be confident working independently as well as part of a team
  • Demonstrate attention to detail and ensure accuracy in their work at all times 
  • Possess good interpersonal skills, in order to work in partnership with and influence a range of contacts, both internal and external, in support of the Police Federation’s objectives
